Will send people to this tour
The tour operators were top notch! Trust their guidance on timing as Whale Shark tour gets very busy with many operators. Due to the many activities, I had a single driver but many local guides who were all incredible. Explore Cebu Tours is a wonderful operation and the only one that offered all 3 distinct experiences. It was a very long day but so worth it!
