Vlore in 2 Days: The Ideal Itinerary
Two days splits between the water and the mountain road: the marine park on the first, the Riviera on the second. Here is the split, with the tours worth booking.

Day 1: across the bay
A full-day boat to Grama Bay and the Blue Cave, or the half-day version plus the Zvernec footbridge and the Narta lagoon in the afternoon.
Day 2: over the pass
South through the pine forest to the Llogara viewpoint, then down to Dhermi and Himara for a swim and a boat to the hidden beaches.
If the wind is up
Swap the boat day for Berat and the Ardenica monastery inland — two hours each way and entirely weather-proof.
