Both routes of Tallin HOHO buses very good, Fairly comfortable bus and good running dialogue available in several languages.

The tour was very good. It took us to many of the sites I wanted to see in Tallin. We rode the bus for the whole tour initially which I would recommend doing. Then we were able to decide which areas we wanted to visit. There was no actual person guide on the bus but there was a very good narrative recording in English that we listened to as we traveled. It was very informative. We boarded the bus at the advertised site and the advertised time with no problem
The city tour was not so "exciting" because the old town could not be accessed due to the size of the buses. Okay, understandable! What bothered me more, however, was that the tour is mainly geared towards cruise ship guests who have little time. I found it somewhat wasted time when the cruise port is visited three times within an hour to pick up potential guests. Since, in my opinion, the old town is the best part of Tallinn, I would not take a bus tour in this city.
Just to let you know that the 2 buses done the same route a waist of money and the staff were not very helpful

We made the impulsive -- and wrong -- choice to use this service for a one-day visit to Tallinn. We could have done much better with an Uber ride or two. The audio narrative that's provided is moderately interesting, but could have been replaced with a few paragraph history of Tallinn. Although the tour promises 11 stops, only two are at locations where there are destinations of interest, so the bus just keeps driving, leaving the passenger to guess exactly where you are. The printed schedule and the actual schedule are not in sync, so planning is difficult. In the end, we just walked back to the harbor to catch our ferry to Helsinki.
I usually love the HOHO buses but this one I found a bit disappointing. As for the route, I wish there were some stops that were close enough to move between and skip the stop way out at the Tv Tower if you don’t want to go back out there. It is a bit of a time waster if you don’t want to go back out that way. Secondly, as we got off the cruise ship and onto the buses, we did the loop and then the buses stopped at one of the first stops and told us to get off and wait for another bus. There ended up being 3 buses stopped and not going anywhere, telling everyone to get off. After everyone started questioning what was going on, one driver let everyone on his bus and took us to the next stop at Toompea Hill and informed us that was his last stop. So we basically did a loop, the TV Tower wasn’t open so we stopped for a pic and left. Got back to the old town area and walked around and back down to the ship. Wasn’t worth it unfortunately
Very good. Bus stops in or near major attractions, stops are well identified and audio explanations are clear and comprehensive.
There are multiple bus companies that offer Hop On Hop Off, but the one we encountered was very friendly and helped us with the wheelchair access. Renar was the guy who sold us the tickets and kindly organized for us to do two consecutive tours so we would not have to get off the bus. Both tours (red and green) were very interesting and the narration was also informative. We particularly enjoyed the drive through the forest on the way to the huge TV tower. As the old town of Tallinn is pretty impossible for a wheelchair, the Hop On Hop Off bus was a good alternative for us to see a lot without having to struggle with the terrible old cobblestone streets and impossible sidewalks.
