Scam? Or just disorganized?

Don’t book this tour. I waited for 30 minutes in the correct location, but no van or bus arrived. And no one from the tour operator contacted me.

Mtskheta, Jvari tour

It seems like the quality of trip really depends on your luck. When we purchased the tour to Mtskheta & Jvari, we were told that there will be bottled water and wifi as part of the package. However nothing was available. I had to buy water for myself. The tourguide focused more to Russian speaking tourists than English tourists. He spent like 15 minutes to explain to Russian group, meanwhile he spent like 1-2 minutes to explain in English. He was not so fluent in English at all... if you're an English speaking tourist please rather look for somewhere else.
